Maintaining Traffic/Access During Construction

The project has developed a Maintenance of Traffic (MOT) Plan and Construction Sequencing that maintains residential and business access and reduces the impact on people’s day-to-day activities. The existing pavement width is 56 feet on average, which will allow for traffic to be maintained in both directions, in two phases.  Detours will not be required except for the temporary closure of side streets during water main installation.

The project is designed to be constructed in two (2) phases.  They are as follows:

  1. Phase 1: East 13th Street to East 30th construct the north side of Payne Avenue. The south side of Payne Avenue will maintain one lane of traffic in each direction.

  1. Phase 2: East 13th Street to East 30th Street construct the south side of Payne Avenue. The north side of Payne Avenue will maintain one lane of traffic in each direction.

The MOT will incorporate temporary drives where needed for properties along the corridor in order to maintain ingress/egress for businesses. This may include temporary plating or use of temporary asphalt surface on prepared subgrade or aggregate base.

Once a contractor is awarded the project, the Construction Sequence and Maintenance of Traffic plans may be fine-tuned. The final plan will be presented at the Pre-Construction Public Meeting.

Asian Festival

The Asian Festival held on the weekend of May 17th in 2024 is one of the City of Cleveland’s premiere street festivals bringing in residents from all over Northeast Ohio. In anticipation of the event the plans have included contractual language that access to the parking lots east of East 18th will be maintained for visitors. This includes all sidewalks to and from the parking lots. In addition, construction from the I-90 bridge to East 30th Street will not be allowed to begin until after the festival.
