(MOT) Plan and Construction Sequencing that maintains residential and business access and reduces the impact on people\u2019s day-to-day activities. The existing pavement width is 56 feet on average, which will allow for traffic to be maintained in both directions, in two phases.&nbsp; Detours will not be required except for the temporary closure of side streets during water main installation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The project is designed to be constructed in two (2) phases.&nbsp; They are as follows:<\/p>\n\n\n\n<ol style=\"list-style-type:1\" class=\"wp-block-list\">\n<li class=\"\">Phase 1: East 13<sup>th<\/sup> Street to East 30<sup>th<\/sup> construct the north side of Payne Avenue.  The south side of Payne Avenue will maintain one lane of traffic in each direction.<\/li>\n<\/ol>\n\n\n<div class=\"wp-block-pdfemb-pdf-embedder-viewer\"><a href=\"https:\/\/payneaverehab.com\/phase-1\/wp-content\/uploads\/2023\/11\/MOT-PHASE-1-Color.pdf\" class=\"pdfemb-viewer\" style=\"\" data-width=\"max\" data-height=\"max\" data-toolbar=\"bottom\" data-toolbar-fixed=\"off\">MOT-PHASE-1-Color<\/a><\/div>\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li class=\"\">Phase 2: East 13<sup>th<\/sup> Street to East 30<sup>th<\/sup> Street construct the south side of Payne Avenue. This may include temporary plating or use of temporary asphalt surface on prepared subgrade or aggregate base.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once a contractor is awarded the project, the Construction Sequence and Maintenance of Traffic plans may be fine-tuned.  The final plan will be presented at the Pre-Construction Public Meeting.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-group is-content-justification-left is-layout-constrained wp-container-core-group-is-layout-b729efb5 wp-block-group-is-layout-constrained\">\n<h2 class=\"nfd-text-xl nfd-text-current wp-block-heading\">Asian Festival<\/h2>\n\n\n\n<div class=\"nfd-text-md nfd-text-opacity-80 wp-block-group is-content-justification-left is-layout-constrained wp-container-core-group-is-layout-f0823ea3 wp-block-group-is-layout-constrained\" style=\"padding-bottom:8px\">\n<p class=\"has-text-align-left wp-block-paragraph\">The Asian Festival held on the weekend of May 17<sup>th<\/sup> in 2024 is one of the City of Cleveland&#8217;s premiere street festivals bringing in residents from all over Northeast Ohio. In anticipation of the event the plans have included contractual language that access to the parking lots east of East 18<sup>th<\/sup> will be maintained for visitors. This includes all sidewalks to and from the parking lots.
